New profiles for new teachers

A new way to help teachers as they take the crucial step from training to working as a qualified teacher in the classroom is about to be launched by the teacher training agency (TTA).

The career entry and development profile (CEPD) is being introduced to help each teacher think about their professional development at key points towards the end of their training, and through their induction period.

It will be backed up with a range of materials including optional formats for planning their development, and ideas for reviewing their progress.

The CEDP replaces the career entry profile introduced five years ago and has been drawn up following extensive consultation with schools, initial teacher training (ITT) experts, local education authorities (LEAs) and the department for education and skills.

TTA Director of Teacher Training Jill Staley said:

'Sound, well-planned support is crucial for new teachers during their induction as it lays the foundations for their future in the profession, and their continuing professional development. It will make them better teachers, and better teachers lead to higher standards and rising pupil achievement. Let's also recognise that effective support will encourage new teachers to take a positive attitude towards their chosen profession, and to the school which provides that support.

'This new career entry and development profile (CEDP) focuses on the processes underlying effective professional development rather than on completing a form. We recognise everything that ITT providers and schools are doing to help new teachers reflect on and plan their development, and the new profile is designed to work within those systems.'

The career entry and development profile (CEDP) will be launched formally in May, but copies will be circulated to training providers towards the end of the Spring term. Following an extensive consultation launched in July 2002, new standards for induction have been agreed by Ministers and all Chief Education Officers and come into force from 1 September 2003. Teacher unions and other interested bodies have been notified. The new standards will also be published on the Teachernet website.

Statutory arrangements for induction were introduced in England in 1999. The induction period lasts for three school terms. They do not have to be contiguous. During induction, a new teacher is entitled to a reduction of ten per cent in their teaching timetable, an induction tutor (and regular meetings with their tutor), and a programme of professional development, support and guidance. Their progress is also monitored. At the end of the induction period, a head teacher considers whether a newly qualified teacher (NQT) has met the induction standards and makes a recommendation to the appropriate body (either the LEA or, where independent schools are members, the Independent Schools Council Teacher Induction Panel). The appropriate body then informs the general teaching council for England and the teacher's employer whether the NQT has passed or failed induction, or whether their induction period should be extended.

The teacher training agency was established under the Education Act 1994. Its primary purpose is to raise standards in schools by recruiting able and committed people to teacher training and improving the quality of teacher training.
