On 6 March 2009, the TDA announced funding levels to support its partnership working with local authorities for financial year 2009-10. The total level of funding available to local authorities in 2009-10 is £65.7m.
The grants are in support of:
- golden hellos for newly qualified teachers
- children’s workforce in schools modernisation and development
- school support staff training and qualifications (including the Higher Level Teaching Assistant Programme, and the support work in schools suite of qualifications).
This year, we have brought together our communication with local authorities into one single document. This has enabled us to:
- ensure that TDA funding policies are both comprehensive and coherent
- align our processes for planning and reviewing delivery progress with local authorities
- clearly identify the impact of our support to local authorities and schools
- implement robust financial processes, including improved value for money assessments
- address feedback we have received from local authorities and our partners
- reduce administrative burdens for both local authorities and the TDA.
This work follows a period of extensive consultation with a range of internal and external stakeholders, ensuring that the outcomes we are seeking from local authorities align with the TDA’s remit and business planning, as well as providing flexibility for local authorities to meet their own priorities for the children’s workforce in schools.

Next steps
Local authorities are asked to sign and return the terms and conditions of grant by 31 March 2009. These should be sent by post to LA Funding Team, Training and Development Agency for Schools, City Tower, Piccadilly Plaza, Manchester, M1 4TD.
The TDA requires all local authorities to submit their proposed delivery plans to the TDA, via the regional adviser, by 31 May 2009. A template is available to aid local authority planning.
