The develop stage

At the develop stage the school analyses the root causes or 'drivers' of issues that need to be addressed, and prioritises those that are having the greatest impact and can be resolved.

The change team uses remodelling problem-solving techniques to develop made-to-measure, effective and sustainable strategies and solutions to address the highest priority drivers. An implementation plan is then developed to deliver these solutions.

Involvement of all staff, and/or their representatives in the change team, in the development of solutions is critical to the success of any change initiative. People support what they help to create.

At this stage what emerges is a shared view of the future, and the changes needed to get there. The change team will not have identified all the answers to all the issues but there is a vision which meets the expectations established at the earlier stages of the process.

Communication across the school is particularly vital as the thinking about solutions evolves. Dedicated teams may be asked to work on developing solutions to particular issues that address the need for change and which are realistic, desirable and achievable in the individual school context.

As plans begin to emerge, change teams may want to revisit the issues which were initially given lower priority and consider whether they can now move on to addressing those challenges.

At the end of the stage:

  • the school has a clear picture of the drivers that need to be addressed
  • a portfolio of solutions has been selected that addresses the priority issues, and 
  • a plan is in place to deliver these solutions.
