Under the current arrangements for performance management, schools and local authorities (LAs) have a duty to ensure that the performance of teachers and headteachers is managed in accordance with the regulations.
The professional standards for teachers set out what is expected of teachers throughout their careers and provide a backdrop to performance management discussions.
Why performance management matters
Performance management is the process for assessing the overall performance of a teacher or headteacher, and making plans for their future development.
Future plans for performance management
The Department for Education (DfE) announced in May 2011 proposals for significant changes in the way in which schools manage teacher performance and deal with poorly performing teachers. These proposals are subject to a 12 week statutory consultation which ended on 16 August 2011. Revised regulations for performance management will be published in autumn 2011 and are expected to take effect in 2012.

Until the new arrangements come into force, the provisions in the 2006 Regulations continue to apply. The Rewards and Incentives Group (RIG) that operated under the previous administration produced Teachers' and Headteachers' Performance Management Guidance: Rewards and Incentives Group – September 2009 (PDF, 342KB) and a Model performance management policy for schools (Word, 1MB). These documents are not statutory and use of the model policy is optional.
