Implementing the Disability Discrimination Act

Schools, early years settings and local authorities have important duties under the Disability Discrimination Act (DDA), to ensure that disabled children are not discriminated against and to plan to increase access to schools.

As part of the programme of action set out in Removing barriers to achievement the DfES, in partnership with the Disability Rights Commission and voluntary sector partners, has produced a comprehensive training resource for schools and local authorities - Implementing the disability discrimination act in schools and early years settings.

The resource contains:

  • an explanation of the duties in the DDA and how they relate to one another and to the Education Act 1996 SEN duties
  • a guide to making reasonable adjustments for disabled children and young people
  • tools to help schools and local authorities review and revise their three-year plans and strategies for increasing access for disabled children and young people
  • materials to help local authorities work with early years settings to develop a strategic approach to increasing access for disabled children
  • an explanation of schools’ duties under the DDA to promote equality of opportunity for disabled people and guidance on developing their disability equality schemes  

The resource includes:

  • three DVDs showing how a range of schools are making reasonable adjustments for disabled children and young people across all areas of school life, and accompanying training activities and resources
  • a CD-ROM containing interactive templates for developing effective accessibility plans and strategies
  • a range of PowerPoint presentations and training materials
  • a section for resources, with a range of ideas and links to other relevant sources

The materials are suitable to be used by school staff and governors, local authorities, providers of teacher training, health and social care professionals and organisations supporting disabled children and young people and their parents.
